The IRS and the software industry have partnered to identify EITC software enhancements. Come learn about the ideas from this working group that can help clients get EITC right. Also hear about the new proposed regulations on EITC due diligence.

Introduction to Pre-Refund Programs

As part of the Earned Income Tax Credit (EITC) office, the Pre-Refund Program's role is to coordinate a service-wide approach to pre-refund compliance activities. It is tasked with ensuring that refunds that are legally due to taxpayers are processed and released in a timely manner, while detecting and preventing improper refund claims from being disbursed.

Forms and Publications

This program will cover the IRS process for updating tax forms, expected changes to some of the 2008 forms, and how the forms are affected by late legislation, including AMT legislation.

Identity theft can steal the show: IRS efforts to protect taxpayer privacy

This presentation will include an overview of the roles and responsibilities of the new Privacy, Information Protection & Data Security office at the IRS, as well as a discussion of recent IRS efforts to protect taxpayer privacy and assist taxpayers who are victims of identity theft, including:

  • The development of tracking codes to be placed on the accounts of taxpayers who are identity theft victims.
  • Communications efforts to inform taxpayers about the steps they can take to avoid becoming victims of identity theft.
  • The development of a specialized unit of assistors to work with taxpayers who are victims of identity theft.

Fraud Detection and Mitigation

This presentation will highlight increasing threats of online fraud against IRS and taxpayers. It will provide fraudulent methods, phishing trends, and IRS' efforts against online fraud.

Legacy Applications vs. New Threats

Mandates and public demand continue to prescribe the use of new and more capable electronic services. To meet these demands, the IRS continues to evolve from a full service/paper filing model to one of self-service/e-Filing (e-Commerce). The use of heritage applications in a modern, hostile e-commerce environment presents significant opportunities to negatively impact users and partners. What was once considered to be of little significance in the past may now offer catastrophic consequences. What proactive approach is the IRS pursuing during the design process as well as legacy code evaluation based on known malware, threats and new exploits?

Find out about the new changes in Modernized e-File for 2009 – mandatory Strong Authentication, Submission Manifest changes, business form updates, etc.

Strengthening e-File

IRS and Authorized IRS e-file Providers share responsibility for safeguarding e-file and protecting taxpayer Information. In this session, we will briefly review responsibilities regarding these critical issues and present new IRS safeguard initiatives that include:

  1. The elimination of Form 8453 OL and the requirement for online filers to use Self-Select PINs beginning with the 2009 Filing Season and
  2. The role of the new IRS On-line Fraud Detection & Prevention office.

This session will include discussions on how the software developer can assist in these efforts and a question and answer segment.

LMSB Audit Issues and Data Requirements

This session will provide an overview of the data requirements from tax preparation software packages needed to support large corporate audits. It will include a brief presentation on general file requirements and record retention guidelines, followed by a question and answer period.

Strengthening e-file: Online Provider Rules

In response to the recent fraudulent schemes perpetrated against the IRS and taxpayers, ETARC drafted new requirements for e-file Providers to improve the protection of taxpayer information. We will present an overview of proposed requirements. This session will include discussion and a question and answer segment.
